Article I. Name Section 1.01 The name of this organization shall be called the National Collegiate Club Golf Association (NCCGA).
Article II. Purpose and Mission Section 2.01 The game of golf is to be promoted as an international sport with no boundaries of age, race, or religion and it should be understood that the interest in this sport spans beyond the college level as a lifetime sport. The NCCGA intends to carry out any procedures of this organization with unfathomable integrity and camaraderie that will always represent the game of golf according to the high standards and honor it deserves.
Section 2.02 The purpose of the NCCGA is to provide a governing body over collegiate club golf teams in the United States through the coordination and regulation of competition between teams within the association thereby allowing individuals who are committed the tradition, history, and lore of the game an opportunity interact and compete on a national level.
Section 2.03 The mission of the NCCGA is to coordinate and regulate regular competition of and among conferences and the teams that comprise the divisions of those conferences in the Association that ensures a fair and consistent competitive environment.
Article III. Membership Section 3.01 Membership in this organization shall be open to any club golf team and its members with amateur status (as defined by the USGA) from any undergraduate college or university located in the United States and will not be restricted on the basis of age, disability, ethnicity, gender, national origin, race, religion, sexual orientation or political affiliation.
Section 3.02 A team, including its members, in good standing with its affiliated school is eligible for membership after expressing a commitment to the NCCGA to abide by and uphold the expectations and regulations set forth by this constitution.
Section 3.03 Member (team) requirements include, but are not limited to, participating in its division tournament, paying dues if required, and actively supporting the Association through the appointment of a team representative to the General Assembly.
Section 3.04 Members who fail to pay dues in accordance with the deadline set forth by the NCCGA Executive Officer will not be eligible to compete in tournaments hosted by an NCCGA member of the NCCGA itself for that time period. Special attention for a specific member should be discussed with the NCCGA Executive Officer.
Section 3.05 The Executive Cabinet reserves the right to motion for the termination or suspension of membership due to violation of any part of this constitution. Membership can be officially terminated or suspended with a majority vote of the Advisory Committee.
Section 3.06 The Executive Cabinet will motion to place a new member team in the division it deems appropriate. Placement of a team in a division becomes official with a majority vote of the Advisory Committee. In the event that logistic complications occur, the NCCGA reserves all rights to limit or expand membership within divisions and/or create new divisions as necessary.
Article IV. Officers & Representatives Section 4.01 The General Assembly will be made up of each member team’s representative. The officers of this organization will originate from the General Assembly and shall be as follows: President, Vice-President, Treasurer, Secretary, and Webmaster. These five positions make up the Advisory Committee, which upon unanimous vote may create other positions within the club. Only current members of the General Assembly may hold positions in the Cabinet. If at anytime a tie in voting shall occur, the President will be responsible for breaking the tie.
Section 4.02 Elections for Executive Cabinet
Any representative may run for any officer position. The officer positions constructing the Executive Cabinet will be filled at the representative’s meeting during the spring championship tournament. The representatives at the championship tournament will motion for a representative for each position through majority voting. The newly elected officers will then be confirmed to serve for the following fall and spring semesters given no objection by any other representative in the General Assembly. The meeting shall not end until each position has been filled.
Section 4.03 General Assembly Representative Submission
Each team must submit to the President their representative to the General Assembly by the weekend of the spring competitive tournament. The representative will serve for the following fall and spring semesters.
Section 4.04 General Orders for all Officers
Holding a position as an officer is honorable and should be held in high regard. All officers will be expected to show the utmost professionalism, sportsmanship and integrity. It is the duty of the officers to set the example for all other members to follow.
Section 4.05 Duties and Responsibilities for the President
The President is responsible for organizing meetings, monitoring progress of each event or activity, and confirming each officer fulfills his/her duty. The President should also work creatively to develop ideas and programs to foster opportunities of competition for members of the Association. The President should actively recruit new teams through public awareness campaigning and is also responsible for maintaining the General Assembly directory. The President is to hold the utmost integrity and exemplify outstanding leadership, as he/she is the heart of the Association and the face of the Association to the nation.
Section 4.06 Duties and Responsibilities for the Vice-President
The Vice-President is responsible for making and coordinating future tournaments and schedules and to see that they are organized in accordance with the regulations set forth by NCCGA. He/She is ultimately responsible for seeing that a weekend itinerary is made and distributed to each team for each tournament. A weekend itinerary must include, but is not limited to, an opening meeting for all participants, a representatives’ meeting, and an awards ceremony.
Section 4.07 Duties and Responsibilities for the Treasurer
The Treasurer will maintain and monitor the organization's checking account and collect and deposit all funds. All bills and expenses incurred by the NCCGA are to be paid by the Treasurer. The Treasurer is expected to prepare ongoing financial summaries to be presented at meetings. He/She is responsible for ordering and coordinating the trophies and awards for each tournament (Divisional & Championship).
Section 4.08 Duties and Responsibilities for the Secretary
The Secretary is responsible for taking minutes at meetings and for making them available to the entire association, for organizing and recording the statistics, and for keeping a history of the association. Organizing and recording statistics includes, but it not limited to, keeping track of scores from division tournaments and during championship tournaments. The Secretary should forward any pertinent information to the Web Master so proper action can be taken to up date the website.
Section 4.09 Duties and Responsibilities for The Web Master.
The Web Master is responsible for maintaining and regularly updating the club’s web site. The maintenance and professional appearance of the web site is vital to the communication necessary to the success of the NCCGA.
Article V. Advisor Section 5.01 The Advisor to the NCCGA shall be a past officer of the Executive Cabinet. It is encouraged that the previous President volunteer for the position. He/She is responsible for advising the President and any other officer within the association. He/She is primarily appointed to provide consistency from season to season. The advisor will be elected at the same time and according to the same premise of officer elections in the representative’s meeting during the spring championship tournament.
Article VI. Meetings Section 6.01 Communication throughout the NCCGA is vitally important because there is minimal personal contact between members due to geographic restrictions. Therefore, it is imperative a meeting is held among representatives present at each tournament.
Section 6.02 Division Tournament Representatives’ Meeting
A meeting will be held at each division tournament among each participating team’s NCCGA representative. The purpose of the meeting is to decide where the division tournament the following semester will be held (See Article VIII for more specific information on tournament regulations). The tournament reservations (tee time, hotel accommodations, etc.) must be made by the date of the championship tournament of the same semester. The advancing teams in the division are responsible for presenting their following semester tournament information to the representatives at their meeting during the championship tournament. This information should be relayed to each team in the division as well as on the NCCGA web site.
Section 6.03 Championship Tournament Representative’s Meeting
The Executive Cabinet is expected to be at this meeting. The purpose is to confirm each division is on tract with planning their tournaments and to plan the following semester’s championship tournament, which will be confirmed with a majority vote from the representatives. Elections for the Executive Cabinet must be confirmed before the conclusion of the spring meeting (See Article IV Section 4.02 for details on elections). Next season’s schedule concerning tournament dates is set in stone and can be posted on the web site.
Article VIII. Tournaments Section 8.01 The NCCGA is required to host a championship tournament each semester. All tournaments are governed by USGA rules and regulations.
Section 8.02 Division Tournaments
The division tournament must be completed by the first weekend in April for the spring season and by the final weekend in September for the fall season. The tournament will consist of two eighteen-hole stroke play (in accordance with the USGA) rounds held at a neutral course agreed upon by the team representatives of the division. Each team must play between a minimum of five and maximum of eight golfers. A team’s roster cannot change by more than three golfers between the division and championship tournaments. A team’s score will equal the sum of its top five scores from the first round plus the sum of its top five scores from the second round. The third place team representative is responsible for emailing the results of the tournament to the Secretary no more than three days thereafter. The host team shall coordinate with the NCCGA Treasurer trophies/awards for the top three teams and top three combined individual scores. No team shall profit off hosting or planning a tournament.
Section 8.03 Conference Championship Tournaments
The championship tournament will be held on the third weekend in April for the spring season and on the second weekend in October for the fall season. In the case Easter falls on the third weekend in April the tournament will be held on the second weekend in April. The Executive Cabinet is responsible for organizing the championship tournament. The teams who have qualified from each division are eligible to compete. The tournament will consist of three eighteen-hole stroke play (in accordance with the USGA) rounds at a neutral and reasonably geographically located course. Each team must play between a minimum of five and maximum of eight golfers. A team’s roster cannot change by more than three golfers between the division and championship tournaments. A team’s score will equal the sum of its top five scores from the first round plus the sum of its top five scores from the second round and so on. Trophies and awards shall be given to the top three teams and top three combined individual scores. A reasonable entry fee can be charged if approved by the Executive Cabinet. The NCCGA shall not profit off the championship tournament.
Section 8.04 Withdrawal From a Tournament
A team who withdraws from a competitive tournament less than 3 days before the first day of competition will be suspended from NCCGA competition for the amount of one semester.
Article IX. Awards Section 9.01 Tournament Awards
Awards will be given based on the sanctions from Article VIII. Any ties for individual scores will be broken by going backwards on the scorecard.
Article X. Hazing Section 10.01 The NCCGA, in keeping with standard collegiate expectations for a positive academic and social environment, unconditionally opposes hazing. No individual member of our group or the group itself may engage in or plan any activity that may be defined as hazing.
Section 10.02 The NCCGA opposes any situation created intentionally to produce mental or physical discomfort, embarrassment, harassment or ridicule to its members or potential members. In addition, no individual or recognized organization may by physical or mental stress or by subtle or covert technique, impair, make captive, or destroy and individual’s freedom of thought and choice.
Section 10.03 Hazing, under Virginia law, is defined as activities for the initiation or induction into an organization which include calisthenics or other strenuous physical activity, exposure to inclement weather, consumption of food, liquid, beverage, drug or other substance; confinement in any room or compartment; spraying, painting or pelting with any substance; burying in any substance; burning, branding or tattooing or another activity which may result in physical injury or endanger the health or life of the individual being hazed.
Section 10.04 It is hereby incorporated as part of this constitution and will serve as a guide for action by the NCCGA if there is an instance of hazing by this organization or any of the members of this organization. It will be the duty of the Executive Cabinet to educate the membership of this policy.
Article XI. Amendments Section 11.01 Any member of the association may submit an amendment to this constitution in writing to the President. That amendment is to be addressed by the Executive Cabinet and confirmed by a majority voted from the General Assembly.
Section 11.02 Ratification
This constitution shall become effective upon ratification by a unanimous vote of the members of this meeting on _______________.
